Water Use Permit Applications

Rules
Prospective water users submit permit applications for eventual consideration by the nine-member Water Board. An important part of this process requires publication of a formal notice of the application in a daily or weekly newspaper of general circulation once a week for two consecutive weeks. Any interested party has a right to protest the application. Upon receipt of a protest, the Water Board schedules a hearing on the application at which protestant parties appear to present evidence on the matter. After weighing evidence and testimony submitted at the hearing, the hearing examiner prepares a written order to approve or deny the application. This order is then scheduled for consideration at a future Board meeting.
Below is the number, notice, and current status of all outstanding OWRB surface and groundwater permit applications.

Donald L. & Melodee A. Ellsworth of 4425 North Hwy. 81, Duncan, OK 73533 have filed an application, #2001-507, with the Oklahoma Water Resources Board (Board) for a permit to use 344 acre-feet of groundwater per year. The groundwater is proposed to be used for irrigation of golf course and taken from 172 acres located as follows: 80 acs. in the S2 NE, 52 acs. in the E2 SW and 40 acs. in the NW SE of Section 7, T1N, R7WIM, Stephens County. The water is to be withdrawn from six wells located as follows: one each in the NW SE NE, SW SE NE, SE SW NE, NW NW SE, SW NW SE and SE NE SW of same Section 7. The applicants propose to use the groundwater in Stephens County, Oklahoma.

Main, Norman, OK 73069, under the authority given in Oklahoma State Law, Title 82 §1020.7, has filed an application with the Oklahoma Water Resources Board, pursuant to Board rules, to amend groundwater permit #1984-633 to withdraw and use an additional 49.86 acre-feet of groundwater for a total of 225.22 acre-feet of groundwater per calendar year for the purpose of rural water district use. An additional 76.7 acres have been dedicated to this application and are located as follows: 40 acs. in the NW NW of Section 10; 26.7 acs. in the S2 of Section 11; and 10 acs. in the N2 S2 SW of Section 14; all in T4N, R3EIM, Garvin County. This will bring the total land dedicated to the permit to 341.2 acres and an undivided 3/4 interest in 7 acres. The application requests deleting two wells that are currently authorized by this permit, that are located in the SW NW SW and SE NW SW of Section 14, T4N, R3EIM, Garvin County. The application also requests adding four wells located as follows: two wells in the SW NW NW of Section 10 and two wells in the NW SW SW of Section 14, T4N, R3EIM. This will bring the total number of wells for this permit to four. All other aspects of the permit remain the same.

Broadway Ave., Suite 525, Oklahoma City, OK 73102, under the authority given in Oklahoma State Law, Title 82 §1020.7, has filed an application with the Oklahoma Water Resources Board, pursuant to Board rules, to amend groundwater permit #2005-504 to withdraw and use an additional 890 acre-feet of groundwater for a total of 4,920 acre-feet of groundwater per calendar year for the purpose of municipal use.
