Pauls Valley Municipal Authority Receives $875,000 Wastewater System Loan from OWRB

The Pauls Valley Municipal Authority (Authority) received approval for a $875,000 loan Tuesday from the Oklahoma Water Resources Board (OWRB) to secure the Authority’s wastewater infrastructure. The Authority will utilize Clean Water State Revolving Fund (CWSRF) proceeds to purchase the property on which the system's wastewater treatment lagoons are located as well as the property that they use for application of treated wastewater. The Authority believes it is in their best interest to purchase the property, which is currently leased, in order to secure a long term viable source for the system's wastewater disposal.

Joe Freeman, chief of the OWRB’s Financial Assistance Division, calculated that the Authority’s customers will save an estimated $114,000 over the life of the 13.5-year loan, compared to traditional financing. The CWSRF loan will be secured with a lien on the revenues of the Authority’s water, sewer, and sanitation system, and a one-half cent sales tax. Pauls Valley Municipal Authority’s official attending the OWRB’s monthly meeting in support of the loan application included Gary Alfred, Chairman.

The CWSRF program is administered by the Oklahoma Water Resources Board with partial funding from the U.S. Environmental Protection Agency (EPA). Oklahoma utilizes the CWSRF to provide communities the resources necessary to maintain and improve the infrastructure that protects our valuable water resources statewide.

Since 1983, the Oklahoma Water Resources Board has approved over $3.4 billion in loans and grants for water and wastewater infrastructure improvements throughout Oklahoma.
