Welch Public Works Authority Receives $57,868 Grant for Wastewater System Improvements

The Welch Public Works Authority (Authority) in Craig County received approval for a $57,868 Rural Economic Action Plan (REAP) grant Tuesday through the Oklahoma Water Resources Board (OWRB) to improve the Authority’s wastewater infrastructure.

The Authority owns and operates a wastewater collection system that was built in early 1940s and serves approximately 588 residents. The Authority's main lift station is in need of replacement and they are experiencing infiltration and inflow problems within the waste collection system.

The Authority is proposing a complete sewer system analysis and the installation of a new main lift station. The sewer system analysis include a camera inspection of the majority of the waste collection lines, and lift station replacement will include installation of new submersible pumps.

The project will be divided into two phases. The first phase will cover the sewer system analysis while the second phase consists of the collection system rehabilitation and the lift station replacement. The REAP grant funding will be used to conduct the engineering, inspection and legal fees for the second phase.

Joe Freeman, chief of the OWRB's Financial Assistance Division, calculated that the grant will save the Authority’s customers $104,162 in principal and interest charges, by not having to borrow the project funds. Since 1983 the Water Resources Board has approved over $3.3 billion in loans and grants for water and wastewater infrastructure improvements throughout Oklahoma.
