Figure 4-9. The illustration above shows conditions requiring Letters of Map Revision (LOMR). Three adjacent lots are shown along a river, with lines indicating the floodway, BFE, and 100-year flood level. Lot 1 is a commercial lot. The building pad has been filled and compacted to or above the BFE. (Compaction by a registered engineer is required.) A parking lot is allowed 8' below the existing grade and the BFE if it has no effect on the floodway (see form in Appendix D-6). Lot 2 is a residential lot. The residence pad has been filled and compacted to or above the BFE. (No fill is allowed in the floodway. Compaction certification by a registered engineer is required.) The fill pad has been protected with riprap. A detached garage is allowed below BFE, but it must be dry floodproofed. Lot 3 is a vacant lot. The entire lot has been filled to or above the BFE. (No fill is allowed in the floodway.) Compaction certification is optional, but will be necessary for ports of the lot if the future use is residential or commercial. Fill pad must have vegetative cover.
