Figure 1-3. The illustration above shows two cross sections of a house by a stream. In the second cross-section, there has been unregulated development--another structure and some fill--causing the flood level of the stream to increase from the displaced water and resulting in flooding of the otherwise unaffected house. The purpose of the illustration is to demonstrate how unregulated development can cause the flood level to increase.
