Oklahoma Water Resources Board the Water Agency

Board Members

The OWRB defines policy and conducts the state's water business through a nine-member Board appointed by the Governor. Members serve staggered seven-year terms and represent all geographic areas of the state and diverse groups of water users.


Ford Drummond

(Bartlesville), Chairman, represents agricultural water use interests. He is the owner and operator of a large family ranch in Osage County and a member of the BancFirst Corporation Board of Directors. Previously, he served as a Congressional advisor in Washington, D.C. and as Legislative Counsel to the American Medical Association, where he worked on health care legislation and regulations. He was also General Counsel for BMI-HealthPlans, a regional health insurance company. Drummond represents the OWRB's Region 6 (North-Central Oklahoma), and his term expires in May 2020.

Jason Hitch

(Guymon), Vice Chairman, represents soil conservation interests. The co-owner of a large family agricultural operation in Texas County, he also serves on the Board of Directors of Bank of the Panhandle, as Chairman and Executive Board member of the National Cattlemen's Beef Association Committee, and as Vice-Chairman of the Texas Cattle Feeder's Association. Hitch represents the 3rd Congressional district, and his term expires in May 2019.

Stephen Allen

(Jenks), Secretary, represents industrial water use interests. He is the vice president and associate general counsel for ONEOK, Inc., where he is responsible for mergers and acquisitions. Allen also serves on the Metro Christian Academy Board of Trustees and is an advisory trustee on the Oklahoma Baptist University Board of Trustees. Mr. Allen represents OWRB's Region 7 (Tulsa County), and his term expires in May 2021.

Tom Buchanan

(Altus) represents irrigation water use interests. He has been a farmer in Jackson County for more than 30 years, and he currently serves as General Manager of the Lugert-Altus Irrigation District. Buchanan is an At Large member, and his term expires in May 2018.

Charles Darby

(Broken Bow) represents recreational water use interests. He is the Senior Pastor at Faith Christian Center in Broken Bow and has been actively involved in community and civic affairs for many years, formerly serving as mayor and city councilman, along with numerous other distinctive local boards and agencies. Mr. Darby represents Region 9 and his term expires in May 2023.

Bob Drake

(Davis) represents rural residential water interests. He is a south central Oklahoma rancher who co-owned his family’s livestock operation for almost 40 years. He has been a member of numerous agricultural organizations, serving as president of the National Cattlemen’s Association in 1995. He served on the Department of Environmental Quality Board from 1999-2012. Mr. Drake represents the OWRB's Region 4 (South-Central Oklahoma), and his term expires in May 2021.

Linda Lambert

(Oklahoma City), represents industrial water use interests. She is the President of LASSO Corporation (an oil and gas development investment corporation), President of ENERTREE, L.L.C., a Director of OGE Energy Corp., Director of InvesTrust, Chairman of the Board of Mercy Health Center, and past Vice Chairman of the Oklahoma City Public Schools Trust. Ms. Lambert represents Congressional District 5, and her term expires in May 2018.

Robert L. Melton, Sr.

(Claremore) represents municipal water use interests. He is the chief executive officer of Melton Dodge (Chrysler Jeep) and president of Melton Land Co. He has served on a number of municipal, industrial, and retail development boards, and has been actively involved in community and education philanthropy. Melton represents the OWRB's Region 8, and his term expires in May 2022.

Robert L. Stallings

(Enid) represents oil and gas production interests. He is the founding partner, chairman, and principal engineer for Envirotech Engineering & Consulting. He has worked in the oil and gas industry since 1980. He also has strong background in water issues having worked on multiple water infrastructure projects throughout western Oklahoma, and is a licensed well driller. Stallings represents the OWRB's Region 2, and his term expires May 2024.
